Surveillance footage showed a man alter identified as Saddam Rafat, 23, trying to open the door of Neighbor Mart on 2983 Richmond Highway, around 12:20 a.m. Tuesday, Nov. 7, Stafford County Sheriff David Decatur said.
When Rafat couldn't open the doors himself, he ran into them and kicked them, damaging the doors beyond repair.
Eventually, he realized he was not getting into the business and left, police said.
Not only did cameras record the crime, but it recorded the suspect vehicle’s license plate. Stafford deputies, along with an officer with the Aquia Harbour Police Department, responded to the Rafat's home in Aquia Harbour.
Rafat was wearing the exact clothes seen in the video. He was hostile, uncooperative, and shouted profanities towards deputies, Decatur said. Rafat would then retreat further into the residence and cause a further disturbance with family members, according to police.
To prevent any potential harm, deputies quickly detained Rafat. During the incident, he would resist arrest, make constant threats, and assault two officers, the sheriff said.
Rafat was charged with burglary with intent to commit a felony, two counts of assault on law enforcement, obstruction of justice without force, obstruction of justice with force, and destruction of property. He was held at Rappahannock Regional Jail on a $5,000 secured bond.
